These are the reasons:
1. Lack of natural resources. oil gas coal and uranium are present all
around the area, but not on this reservation except uranium. IT is not being
mined because the mines on the Anglo owned lands are just opening up and
they will not share the orders.

2. Discrimination is a powerful force, although none of the Anglo will call
it that. Educational systems concentrate on hiring Anglo teachers and
teaching LDS kids, the Ute and Navajo are left far behind.

3. LDS residents only buy from LDS merchants.

4. The reservation is surrounded for a hundred or more miles in every
direction by nothing but desert or 3 towns. Two are primarily LDS, the other
is Navajo. The Navajo are just hanging on, with most living below the
poverty level and many without even utilities. They do not share with Ute.
As there is NO as in ZERO public transportation, the only place to work IF
work could be found is over 1 1/2 hours away in Colorado.

5. The Ute have little connection with the present era or experience in
business. Many can not read, those who can read on 3rd or 4th grade level.
They never received any training. The only condition for them to reach self
sufficiency was that they were expected to farm...on land no one else
wanted, that receives less than 8 inches of rain a year for the past 10
years, and where the weather conditions and futility of the soil is
terrible.

***here is the kicker...they DO have a significant water allotment from the
state....BUT there is NO SUFFICIENT WAY TO GET IT TO THE RESERVATION! SO!
San Juan County SELLS the Ute portion of the water allotment DOWNSTREAM to
Arizona! Good deal for an extremely poor county, bad deal for the Ute.

BUT it is not HOPELESS. Mark would like to ignore that fact. IT needs TIME
and WORK. That is what I took part in. The need of the people to become
proficient in basic skills will take another generation at least. That is
needed before anything else can happen. Before success in business ventures
is possible the people need to LEARN by the success of others. That is what
we are working on...and this candy company is a surprising success. We
attribute it's success to the fact that CHILDREN are running the company!
They have not LEARNED failure yet and can be motivated AND inspired to take
risks.

But if we left this to Mark and friends like him, these people would not
eat, receive an education or medical care in the meantime.

Remember something; there was a legal and binding contract, called a Treaty,
signed by them and the US government in the 20's. IF you wish to call that
welfare or assistance, be my guest, it is to your loss. The fact remains it
is legal and binding. Yet, the Ute want more and they are willing to make
great changes to do this.

SO please folks, if you want to say these people are not entitled or
deserving of food medicine and shelter, go there first. Otherwise you have
no clue what you are saying, and quoting some theory of self-sufficiency and
sustainable market with accompanying prosperity to the surrounding area in
really so much nonsense. It may apply to CITIES, or to FARMING AREAS, but it
will NEVER apply to a place where there is too little existing opportunity
and too few people. That area only prospered in a hunting/gathering/raiding
economy. It CAN change, but it will take more than a generation, and I for
one would never see good people die because others have a philosophy of
abandonment.
