Let's say they are a renegade band of "Azteca" Mexican Radicals. They have no interest in drugs or any crime whatsoever. Say they bring them back to their hideout in Chihuahua. Say they get on Mexican TV and issue their demand that if the United States doesn't abandon New Mexico, and begin to pull out of the 5 other Southwestern States the two kidnapped Border Guards will be tortured and executed on public television.
