No.  One crime does not excuse another.  This is international law. If
innocents die, they were killed by the actions of those who hid among them,
AND BY those who retaliated.  Under no circumstances can an army legally
retaliate against children in their homes.  No matter how bad you allege the
enemy to be, it cannot excuse your own atrocities.

Oddly enough, this is exactly what Saddam Hussein is on trial for now.  Some
people from a village did try to assassinate him. The prosecution says that
he punished the whole village.  The defense testimony says that everyone was
given a legal trial and found guilty.  Maybe anybody who did not want to
take part had already left.  It reminds me of Waco.
