This e-mail is in response to the Questionnaire you sent me as a result of 
me running for the Florida State House of Representatives (District 33). I 
am running as a No Party Affiliation candidate with a Libertarian political 
philosophy. For the reasons why I chose to run as a No Party Affiliation 
candidate with a Libertarian political philosophy, please read my

Below are the questions you sent me along with my answers:

1. Where does education fall on your priority list?

It's the FIRST item in my political platform as you may see by going to my

2. What do you feel is the biggest challenge facing our public schools, and 
what solutions do you offer?

The biggest challenge facing public schools is that public schools will 
NEVER be able to offer the same level of educational services that private 
schools can offer in a truly competeive free-market environment. They are 
nothing but government-enforced monopolies where most parents have no REAL 
choice but to send their children to Public Schools because most parents 
cannot afford to pay the taxes for public school and at the same time send 
their children to a private school. So, most parents wind up sending their 
children to public school whether they want to or not. Since public schools 
have no real competition, there is no REAL incentive for Public Scholls to 
offer good education. Thus, quality of education suffers.

The REAL solution to our current Public School system is to move towards a 
Pure School Voucher system for grades K - 12. Thois would involve phasing 
out gradually our Public School System and let private for-profit schools 
teach youngsters. Parents would use School Vouchers towards ANY private 
school of their choosing. This would create a competitive free-maket for 
educational services of K - 12, thus causing educational services to 
increase in quality.

In essence, we must get the government out of the educational services 
business or else we will continue to talk about solving our educational 
problems every year their is an election.

3. How will you work to ensure adequate and equitable funding and resources 
for our students and schools?

By moving towards the Pure School Voucher systen I propose in my 
http://www.geocities.com/fperez2006/school_voucher_eng.html hyperink, the 
cost of educating our youngsters will decrease. As stated in my 
http://www.geocities.com/fperez2006/school_voucher_eng.html hyperlink, the 
cost of educating youngsters in private schools is less than in public 
schools... and the quality is better.

4. What are your plans to help improve student achievement?

Move towards a Pure School Voucher system as explained in my 
http://www.geocities.com/fperez2006/school_voucher_eng.html hyperlink. In a 
free-market system of education, private schools will not only compete in 
offering quality education, but to also make it interesting to the students.

Making classes more interesting to students will, in turn, cause them to 
take greater interest in studying and thus increase student achievement.

5. Do you have ideas for enhancing teacher quality? If so, what are they?

Yes, I do. Move towards the Pure School Voucher system as I describe in my

problem we have now is that many teachers are protected by unions and many 
parents cannot afford to pay taxes to maintain public schools and pay for 
private school tuition at the same time. Thus, public schools have a CAPTIVE 
audience with no real recourse but for parents to send their children to 
their designated public school whether they like it or not. That is not 
right.

Creating a competive, free-market, private school system using Pure School 
Vouchers will give parents REAL choice as to where to send their children. 
Poor performing teachers will not be able to hide behind the protective 
shield of the Teachers' Unions, thus under a competive, free-market, private 
school system, private schools will have a REAL incentive to hire 
high-quality teachers or else lose their business to OTHER private schools.

Thus, this is my solution to enhancing teacher quality.
