It's not a matter of "allowing." You pays your filing fee, you shows
up on the primary ballot, and if the voters choose you, you're the
nominee. The CALP organization doesn't have anything to say about it
one way or another (although I am pretty sure that Mr. Holtz is an
active member and possibly an officer of the CALP).

That's just the way it works. Of course, there are also states where
the party DOES choose the candidate. For example, in Virginia a few
years ago, the LP ran a candidate for governor who advocated gun
control legislation:
