OK, start here: http://masl.to/?D14E2574E If you read all the way through it, you will also see that after so much time was wasted back and forth, the SCOTUS finally said the recount must be stopped because of lack of time before the votes had to be certified. This "stoppage" of the count might be considered a de-facto "appointing" of the winner of the first counts and recounts, which happened to be W, but that's a real stretch. Personally, I think the order for a uniform system of counting was a good one, but the stopping of the final recount was bad, but then again, I don't understand all the reasons for the deadlines.
