Some cultures do appear to be incompatible with liberty. Unfortunately, ours increasingly appears to be one of them.

I see nothing wrong with acknowledging that there are culture in some places in the world that at present are more compatible with liberty than others. This true because there are states that are based on cultures that are not as compatible with liberty as others.
