Some cultures do appear to be incompatible with liberty. Unfortunately, ours 
increasingly appears to be one of them.

  I don't think anyone is saying that some deserve freedom and some do 
  not. I see nothing wrong with acknowledging that there are culture in 
  some places in the world that at present are more compatible with 
  liberty than others. This true because there are states that are based 
  on cultures that are not as compatible with liberty as others. I 
  believe for example that in Switzerland the culture places a high 
  value on personal privacy which has had an influence on the state and 
  thus unlike the U.S.A. and other countries the Swiss government is far 
  less likely to review one's bank account or transactions.
