Here is what I think would be the best federal tax with of course the 
right of a state to leave the union if it doesn't pay the tax or all 
49 other states to leave the union and form a new union if a state 
will not pay its tax or membership fee. Tax the state based on the 
size of the population or maybe better with maybe a need for a 
constitutional amendment tax a state based on its land value, in my 
state the state would tax the counties based on their land value and 
the land value would be asssed by the elected county tax asseor. I 
would perfer my county collect a title fee collected either every 
year by the titile holder or upon sale and transfer of the title, 
some familes in my county have a lot of land but very liitle income 
they should not lose their land because they can't pay the land tax 
or title fee and the county should honor the title until they can 
afford to pay, the county would also collect a mortguge fee from 
banks for liens on land titiles, with the land title fee and mortguge 
fee the county would pay the state and federal tax, the state would 
transfer the federal governments share to the federal government.---
