Ironically the poll tax was abolished on Jan. 23, 1964 via the 
ratification of the 24th Amendment. Participation in lotteries are 
voluntary except for military lotteries that are used to conscript 
soldiers. Thus a government lottery is not a forceful method of the 
state collecting revenue.
