I think that we all agree that government is the worst problem everywhere and
almost always has been.

It is also interesting to note that it is government and corporate
corruption, religious collectivism, and political instability that have been
the core problem in several African nations that were previously "owned" by
other nations for the latter half of the 20th century, not the fact that the
majority and leadership is black. It is governments and corrupt politicians
that have squandered the liberty of their citizens for personal gain or used
their new found power to consolidate even more power, exact payback and
pursue political and ethnic grudges, not a skin color or a racial
  classification.

The problem, contrary to what a few other posters here would wish to assert,
is not skin color but government and to a lesser extent - religious
  collectivism.

And that is a libertarian concern. Defending apartheid or making excuses
for past abuses by saying "the present is a mess" as a justification for the
  past is not.

It is not the place of an American libertarian to
propose for South Africa. Nor for Americans of any
sort. Nor for libertarians anywhere (except South
  Africa).

The future of South Africa is for South Africans to
decide. It is interesting and useful for analysts to
point out that South Africa has been going downhill
technologically since blacks took over, as has all of
sub-Saharan Africa since independence. Nations that
had agricultural surpluses under white rule now have
  oxen pulling the tractors.

Affirmative action is in place in South Africa,
applying to 75% of the population. White managers have
been replaced by inexperienced and unqualified blacks,
who then hire the former managers as consultants to
tell them how to do their jobs.
