Normally that sort of information would turn up with a simple Google search, but almost every news outlet , blog and in-depth analysis shows that the phase-out of incandescent light bulbs applies to all of us. Assuming that you are correct, why would they seeks to raise standards for manufacturing which presumably affects everybody rather than just a phase-out of use in Federal buildings?
