According to http://www.govtrack.us/congress/bill.xpd?bill=h110-6 and http://www.govtrack.us/congress/bill.xpd?bill=s110-1419 it was actually the former (HR 6), not the latter (S.1419), that was signed into law. I don't have time to read HR 6, but if anyone does, please let us know whether the CFL vs incandescent provisions apply to the feds only or to all consumers.
