Sec. 322 describes manufacturing standards. There is no indication that the
standards apply to lighting for Federal buildings only.

Sec. 522 probits incandescent bulbs to the Coast Guard after 2009.
It's worth noting that there seems to be some wiggle room for the manufacture
of specialized bulbs, such as for chaneliers. However, I don't know why you
should expect us to applaud the fact that this legislation is "a good deal" for
you. Also, as the article which began this threat stated, the energy savings
has not really been proven. The lamps burn out faster if not left on for longer
periods and people tend to use the same amount of energy anyway - just less on
lighting.
