any case, I'm talking about nations, not neighbors.

Do you really "think" the accidental bombing of a wedding is the same as the 
intentional and repeated attacks on office buildings, restaurants, discos, 
civilian airplanes, and other places where ordinary people congregate?

So if my neighbor is not using his resources in a way that I think best, 
it's ok for me to use force to take those resources and put them to best 
use?
