I went to Washington DC once when the Brown Family Reunion was blocking a bunch of streets in the capital area. We had planned how we were going to drive from historic site to site and got detoured all over the place. Another time the DC mayor was doing a slow drive around the downtown area with a couple of hundred vehicles following him blocking everything up. Civil Disobedience doesn't have a lock on messing up ones plans and the public space doesn't guarantee one a right to timely use. Once Geraldine Ferraro was campaigning for vice president and came to the business next door for a "tour" and secret service blocked everyone in in the businesses around for quite a while. > Civil disobedience can be aggression.
