The parents can try to sue the pipe owners and try to show negligence. If there 
was a sign on the pipe that said, "Pre-teens: cross this pipe on foot and win a 
new iPod," the parents might have a case.

I agree with Sadat that there should be no force applied to pipe owners in 
general or to parents.

      The only person responsible for this tragedy is the child himself - not
