The purpose of arbitration is not to punish aggression; it is to settle disputes. The remedy for aggression is defensive/retaliatory violence. Are you concerned that injustices may occur? They almost certainly will. It's possible that an aggressor may never have to answer for a crime. It's also possible that someone may be falsely accused of a crime and unfairly punished. Once again, BAD THINGS HAPPEN, but forming a coercive monopoly on justice will only make things worse. ---Sasan
