By what definition?
Merriam-Webster's Online Dictionary provides the following definition for
libertarian:
1 : an advocate of the doctrine of free will
2 : a person who upholds the principles of absolute and unrestricted liberty
especially of thought and action
I don't see anything about governments or laws in that definition.
I'm also not going to get into a dispute about what is and is not libertarian
because that will get us nowhere.
In case you haven't noticed, this forum is not dedicated to the Libertarian
Party; it's for libertarians in general, and yes, that includes anarchists.
