If you are afraid of being hit by an uninsured motorist, you can buy
uninsured-motorist insurance, or just let your regular medical insurance take
care or your medical bills. Where is the need for compulsory insurance in that
scenario? If each person would think just of their own particular needs for
protection, the free market would take care of it without any coercion.
If you plan to drive into a crowd of pedestrians, you might want to have
liability insurance to protect your assets when you are sued. Your choice of
whether to have such insurance or to place your own assets at risk should be
yours alone. If you have neither assets nor insurance, then it's up to
the pedestrians how to protect themselves (see first paragraph).
