Currently, the io_uring interface evelopment in libev is on hold, awaiting
bugfixes and new features that are expected to have landed in linux 5.5
and 5.6. After 5.6 has somewhat stabilised, I will likely continue to work
on the backend, taking advantage of the improvements made to it.

I don't expect it to beat epoll in terms of speed immediately (both in
terms of kernel speed and the way libev uses it), but hopefully this can
be achieved eventually. Top priority is to get it working so it could
become the default backend.

I don't expect it to be usable on kernels before 5.6 - and since it is
brand-new, maybe not for a bit after.
