Looks like it does have rules, petscrules and petscvariables files in
/usr/lib/petscdir/{3.0.0,3.1}/conf/ ; the former file has the targets
you were looking for.
Hm... let me see what happens when I don't have two different PETSc
libraries installed. I've only got the -dev package for 3.1; you'd
think that the Makefiles would have traveled with that...
