You might want this to contain a communicator (i.e. be equivalent to a
PETSc IS) and an ordering (as Roy says) so that the same API can provide
redistribution and choosing a good ordering for the subdomain problems.

The boundary conditions are effectively Dirichlet.  For a nonlinear
problem, you would have to provide function values for this region
outside the "active" domain.
