Boost multiarray is the best such general container I've heard of.
Eigen does some excellent work with numeric matrices but IIRC they
don't support anything above 2nd order.  Blitz++ had a similar design
to Eigen but with good support for higher order... but what's up with
their development?  Looks like there's half a dozen people still
churning away at their CVS tree, but no tarball releases since 2005??

At the risk of chasing people away: one of the best higher order
numeric tensor classes I've seen is in deal.II.  They've got a
templated Tensor<rank,dim> class which I recall was pretty good.
