Probably not your fault; IIRC we configured the list serv to be pretty
paranoid about filtering attachments to discourage spam and viruses.
Did the old version of the API make it into a PETSc release, or did it
get changed before making it out of PETSc-dev? It'd be nice if the
latter were true; we've got more than enough PETSC_VERSION_LESS_THAN
tests scattered throughout the code..
