There hasn't been a release yet (I assume you mean petsc-3.3?).
We expect it will happen shortly, though, so this new API will be in
petsc-3.3.
This is more of an internal change -- users rarely call
PetscObjectTypeCompare().
libMesh, of course, is not a user per se.
