Looks like that configuration still defaults you to
--enable-nemesis=new, and the new Nemesis (5.22b) doesn't work
without the new ExodusII.
Finally you've posted a problem I can replicate! ;-)
Try adding --enable-nemesis=old to your configure options. I'll see
about changing our nemesis.m4 to do that automatically when needed.
