It will be a MOOSE PR.  It's mostly pure libMesh code but it is using a
MOOSE object: LineSegment.  However, LineSegment is essentially the
lower-dimensional partner to libMesh::Plane.  There's no reason why both
LineSegment and this ray tracing stuff can't be in libMesh.

Let me put it in MOOSE first and then we can see if we want to move it.
