I am sorry for the misleading. Your second interpretation is correct. Parallel runs with SerialMesh are working but parallel runs with ParallelMesh are failing.
Thank you for your advice, as also pointed out by Dmitry, I will rebuilt both PETSc and libMesh with dbg option and see what on earth happened.
