I do not understand this. Just because the FDA has complicated processes does not imply that they are excessive. I had at look at pages linked to by http://www.access.gpo.gov/nara/cfr/waisidx_03/21cfr312_03.html and did not see any obvious inefficiencies. Did you have a particular page in mind?
