Ok, well that was a big improvement.
Cloned/boostrapped/configured/built/installed openocd 0.9.0 and use the
stm32l0discovery.cfg board script and it found the board and worked. Now
when I get home from work I will swap back out to the nucleo board and see
if it works too (I think it should). Thanks for the tip Karl, that was the
primary issue (software was out of date) not sure what fixes it.
There are still some error warnings when running like this:
