I'd say that the essential elements are name, scope, rationalle, and inital
list of committers.

Is the initial scope intended to be simply a database connection pool?  A
limited scope may make approval easier, but would require getting approval
to change the scope.  All in all, probably a wise strategy as the details
of a broader scope appear to still be in debate.
