I'm still not clear on Avalon's current mission, so I can't comment on
that. 

Agora is a label that Costin proposed. At this point, it's shifted
toward a name for the Library subproject (along with other candidates
like Rupert and Zarf). 

Discussions aside, at this point in time, there is only one subproject
proposal on the table. It is described at

The subproject would host a catalog, or directory if you will. This
index will list the packages created and maintained by the Library
subproject. It will also list other packages offered elsewhere in
Jakarta-land (i.e, available at other "branches"). I'm thinking of it as
a precursor to CJAN.

Costin and Ignacio have said many times that they wish there were an
independent repository where committers could work on code to be shared
between subprojects, or as a sandbox or incubator. Originally, he
proposed using Jakarta-Util for this, but the vote tanked. On Monday,
Costin started calling this Agora, but when we came to the idea of
adding a sandbox to the library subproject, he signed up for that. And
so, Agora became a candidate name for the library. 

The library sandbox CVS would be open to any Jakarta committer, no vote
required or questions asked. However, to release a package, they would
have to propose it to the Library or another subproject, so that the
codebase is subjected to peer review and a release vote.
