I think it's important to mention that which facility of the Library is
most important is a matter of viewpoint. 

Costin believes the sandbox is most important, since it will give
committers from different subprojects a chance to share code. 

Geir believes creating and maintaining independent packages is most
important, since it will made the codebases available to more users,
including the other Jakarta subprojects.

Ted believes the catalog is most important, since it will bring a lot
packages to the surface, so that they can be used and improved. 

In practice, I believe there will be synergy between the facilities, and
there will a lot more serendipity before we are through.
