I've attached the spreadsheet that has this problem. You check by doing the
following.
1. In column A, row 10, labeled "Nation", click in the arrow and set the filter
to the first value "Britain".
2. In column H, row 10, labeled "state", click in the arrow and open the filter
options. You can see that the "(empty)" option is disabled, even though there
are many rows with empty fields.
This problem did not occurred in previous versions.

As far as I could realize, this is not due to a specific column. It happens on
setting the second filter and all after that. The first filter works as it
should.

I've also upgraded my LibreOffice to the most recent version to see if it
solved the issue. It didn't. The version is listed bellow.
