Adding a comparative grid of screenshots and related comments from the related
bug 161740:

While the aesthetics of this focus rectangle are annoying, the more significant
problem IMHO. Is cell content being hidden. If a wide rectangle is drawn on the
inside, it will hide the cell's own contents; and if a wide rectangle is drawn
on the outside (especially with the extra pixel(s) of clearance from the active
cell edge) - it will hide other cells' contents, and possibly more than just
one. That is really detrimental and frustrating, requiring artificial movement
just to figure out what the cell actually contains.

I believe that the width must be _limited_, and moreover, must be split between
the inside and the outside of the cell, so that none of their contents is drawn
over by the focus rectangle, nor touched at the adjacent pixel. That is to say
- Excel gets it right. :-(
