Description:
When I use a dark mode on my OS, and set LibreOffice to a dark theme, with
dark-mode icons, the gray color used to indicate icons whose function is
currently disabled is too light, and makes it difficult to see which icons are
disabled/gray. This is true for all LibreOffice programs and components that
use icons. This is especially true for monochrome themes, such as Sifr, and
when using the standard UI layout. I recommend that when set to a dark
background, the gray color used on these icons should be darkened more so that
there is a greater difference between the disabled icon functions and the
active ones.

Steps to Reproduce:
1. Set OS to a dark theme
2. Set LO icon to dark theme
3. Set Application colors to match dark theme or use system colors

Actual Results:
Icons representing disabled functions are difficult, and in some cases
impossible, to distinguish from icons representing active/enabled functions.

Expected Results:
When the background is dark, and icons are set to their dark versions, the gray
color used to draw icons to indicate disabled functions should be much darker
for better visibility and distinction apart from the active icon functions.

While only Sifr and Elementary themes are shown in these images, all themes
