Whether cells can be selected or not is configurable when enabling protection for the sheet. "Allow all users of this sheet to:" defaults to allowing selecting protected cells. So if this doesn't work for your particular case, it seems that the person who protected the sheet explicitly disabled that. I suggest to ask them to allow this. I'm closing this ticket for now as NOTABUG, since it seems that this generally works as expected. (Selecting cells is possible unless explicitly disabled.)
