Setting to "need info" as we are still missing some answers:

1) as in comment 2, please check that you are indeed running the 32 bit version
of Windows:

But I think PortableApps is supposed to check that automatically.

2) As in comment 4, it might be worth checking the difference between safe
normal modes in the View panel of the Options dialog, to see if one of those is
the culprit.

3) In that case, please try to backup and delete your user profile and see if
it solves the issue. For PortableApps, it should be
LibreOfficePortable\Data\settings\user
