Each column of data in the import dialog can be set as "standard", or as "Date", among others. This is all part of the import dialog. For example, if I set a column header in the import dialog as "Text", the content of the cells in that column would be formatted and parsed as text, even if they look as dates or as numbers. In such column, a number such as "123" will still be imported as text, not as number. It all depends on how exactly I set each column header in the import dialog. Anyway, that info and procedures should be searched in the Help Content, the Guides, or in the Ask site, or in the users' mailing lists, or… Please next time check and ask questions there (e.g opening a new topic at <https://ask.libreoffice.org>) as first step. If other users in the Ask site confirm that indeed there is a bug, then you open a bug report (with precise repeatable steps and linking to the Ask topic, preferably).
