I understand both cases. I would think that adding a lock button next to the
range, with a manual toggled for on/off, would satisfy both users. 

On my primary concern, it seems other users have reported the same thing I have
on the forums:

I've attached the spreadsheet sample below. The conditional ranges are set. All
one simply need do to break them is import data from another table that meets
this format, which is primarily what I'm doing, which appears to be a
tab-delineated source. 
EG:

"People's Bible Commentary      Series                                  PBC    
2004–2008"

Further, I've just now realized that the Undo function doesn't undo the
conditional range break once they've been altered by pasting in new table data. 

Side topic:
I actually downgraded back to this version last week because the latest stable
build kept freezing up on me on a multi-monitor setup, usually when I return to
one of several LibreOffice Calc/Writer windows that I have open, and it hung
forever.. but that's another issue.
