If "KDE allows to disable fonts (I use to do it with 99% of Noto)" and LibreOffice doesn't display these disabled fonts, therefore there is a different behavior between windows and linux versions. Windows allows to (un)mask fonts when you browse the font directory. LibreOffice under Windows displays all fonts, unmasked or masked.
