There is no way to create, select or move a gluepoint without using the mouse.
If bug 163495 is solved in the way, that the resize-handles are hidden and
disabled in glue point edit mode, then the keyboard commands that are used for
selecting and moving resize-handles could be used for gluepoints.
A way to create a glue point without mouse is needed in any case.
