LibreOffice promises to be operable without a mouse.

If the object is selected or in rotation mode, you can use Ctrl+Tab to traverse
the handles. The active handle becomes larger/smaller (looks like blinking).
That handle can then be moved with the arrow keys.

If a gluepoints is already active, it is included in this traversing. But if
the gluepoint is not active, it is skipped by traversing. So while creating a
gluepoint you can move it without mouse. But later you cannot select the
gluepoint without mouse; at least I don't know how to do it.
