It does feel like a bug to have a text ready to go in > Writer and then get differing file from what you see after saving. Looking at this more closely, you have justification applied for the paragraph. Digging a little bit deeper, I found this which seems to be the reason: https://wiki.documentfoundation.org/ReleaseNotes/24.2#New_line_break_algorithm_for_interoperability So the reason is better interop with Microsoft Office.
