An ODF document does not include configuration data for the window of the editor to be used to open it; it doesn't "work that way". Window dimensions are something which your desktop environment (may) choose to persist. Also, remember an LO window is not like the frame of a photograph; it's an _editor_ for documents rather than a display showcase. So, for the most part, it does not make much sense for the window dimensions to match the document somehow.
