Can you dump the relevant 'env' variables. Since this an UI issue, I believe the choice of DE would matter. FWIW, I had run into similar "No Apply, Cancel button etc" issues in the past, and the note in those bugs talk about effect of libgtk ... Let me try to unearth that old bug(s).
