Select "Chart Area" in the drop-down list in the Formatting toolbar. Click on the "Format Selection" icon right from it. In the Area tab select 'None' to make the chart transparent or set a color or gradient as you like. Since the user can change the chart area color easily, I see no problem, when the document background color is used as default for charts as well.
