Entering a date in other than ISO format (YYYY-MM-DD HH:MM:SS) works only, if
the special format is contained in Tools > Options > Languages and Locales >
General > Formats > Date acceptance patterns, and the cell has the same
language as there.

When you enter dates in ISO format, you can still format the cells to show
   30 Dec 2024 12:03 PM
for example. That would be format code "DD MMM YYYY HH:MM AM/PM".

You should always enter date/time in ISO format. If the hours don't matter, you
can use the more shorten form YYYY-MM-DD.

For me this is not a bug.
