Can not confirm.

The localized Autocorrect Single quotes and Double quotes replace the keyboard
entered quotes U+0027 (APOSTROPHE) or U+0022 (QUOTATION MARK) and both have a
default other than those glyphs assigned according to os/DE locale (e.g.
U+2018, U+2019--LEFT/RIGHT SINGLE QUOTATION MARK or U+201C, U+201D--LEFT/RIGHT
DOUBLE QUOTATION MARK).

They apply by default with a clean profile. 

You can force the "typewriter" quote if you choose, simply by unchecking the
'Replace' checkbox. Likewise you can make a selection you make for any of the
four quotation marks a new default by clicking the 'Default' button.  

That new default substitution will remain until set again, or restoring default
user profile.

Works like that with:
