[Bug 162939] When "Focus follows mouse" window behaviour is active in KDE, focusing on the Synchronize Labels dialog connected to business cards & labels raises the window to the top instead of merely switching focus

When I reported this issue, I added the following via comment 3:

This suggests a difference in handling Labels vs Business Cards... Before
reporting to KWin, shouldn't this be investigated?
